    Whilst I still agree that there should be admin option to disable this , looking into it the impact is probably less than most would expect and the privacy concerns not as serious.

    The Message Center notification says :
    "Users will start to receive a weekly mail from SharePoint Online containing news that that they have not yet read based on sites that they are following." - important bit is BASED ON THE SITES THEY ARE FOLLOWING , so they have already kind of opted into this and you can tell them it is a consequence of that .
    For the privacy concerns it also states "Only published news posts are sent in the digest, and users will have access to all the news posts that they are sent so rest assured that users won't see news that they don't have permission to see." so they shouldnt be getting anything they dont already have access to anyway.
