I am having this issue also and due to the vast amounts of shared mailboxes in use in our organisation the task of releasing quarantined messages is becoming overbearing. Can we not allow the users with full access to the shared mailboxes to review and release the quarantined messages themselves? They have to trawl through the list in the first place to advise me which ones to release, so it is wasting time for 2 people rather than just one (if they were allowed to do it themselves). Thanks!
