By default this sends a notification to Tenant Admins, but we decided that this should go to just our support team, so directed it to a Distribution Group. As with other suggestions it would be better to make it more granular to be inline with the other rulesets for Exchange Online. You could have options to select 'Apply this Rule if' - The sender is located Outside the Organisation. Adding Further conditions and exceptions would be useful e.g. If the Sender is a Member of this group - xyz group. Basically the same set of conditions we already have in the Exchange Online Rules could be used.
