It seems to work fine in Chrome/Firefox or when syncing the folder but IE/Edge force it be opened in edit mode. A lot of sites suggest adding the template as a custom template but if you don't want copies of the file in sharepoint that'd just be creating another problem.

For those who stumble on this when googling for a solution, to work around it I added Link to a Document as a content type, placed the file in a folder with access restricted to view only, then created a Link to a Document outside the restricted folder that forces a download by using the format http://company.sharepoint.com/siteName/_layouts/download.aspx?SourceUrl=https://company.sharepoint.com/siteName/filepath/filename

By no means an elegant solution and I'm sure there are many better ways out there. It would be great if a work around wasn't needed in the first place.
