Following up on the previous update, if a workload (such as Planner) is enabled for Outlook by default, we don’t plan on hiding those groups from the GAL. The only other scenario currently under consideration where we would hide groups by default is “Secret Groups”. “Secret Groups” would be hidden from everywhere unless you are a member. “Secret groups” is on the Microsoft 365 Groups backlog, but there is no delivery date available at this time.

Great work with Teams but it is still an issue with Planner. Planner groups should also be hidden by default.

Billing administrator should receive billing notifications and invoices. Global administrator is a technical account which shouldn't. If you want some Global Admin to receive such notifications you could always add the additional role to him/her.

The only "billing" notification for Global Admins should be about license expiration.

I guess it has been already implemented. We have two tenants and I receive billing notifications from the second tenant where my account is an External B2B Global Admin. What is strange and wrong, that invoices are BCCed to me. Recipients shouldn't be hided.

Global Administrator is a technical account which shouldn't receive by default all invoices. Moreover, external party that just helps with integration of some O365 services shouldn't receive our invoices.

What is even more strange, external B2B Admins receive invoices as BCC. Why would you want to hide that?
