    This is nuts MS - why on earth would you do this ?
    If a client moves from 2013 to 2019, then moves to O365, they then need to keep paying for a license for the on-premise management server which you (as an organisation) recommend is kept. We cant go back and install a 2016 server into the environment.... aren't you "all in" (for cloud).... isnt the idea to remove barriers for customers wanting to go cloud ?
