If this is by design then is it is very bad design and not at all how the old retention policies worked. This will cause most customers to not implement labels. It gets worse when a user deletes a file with a retention label from OneDrive Sync Client. They get a message that means nothing to anyone and the file then disappears from their OneDrive view but remains for all other users views and remains in SharePoint, its just bazaar and must not have had an UX testing done on it as the users would have told you that having to visit SharePoint to remove a retention policy from a file at a time and then delete the item is not workable.

This comes about because as admin we want retention to be on every file an organisation has and to be applied by default on all files. As all files have a retention labels applied and users will want to delete the odd file during their day to day work there isnt a good user journey to do this.

This needs fixing, the old way of applying retention allowed deletion of files. Imagine a user trying to delete 100 or so files in one folder, proper phaff to delete the files. In a correct records management solution every file has a retention policy so this issue causes us so much bother when Labels is so much easier to implement than content type based retention.
