    We have a compliance archiving requirement to export Stream video transcripts to an .EML format so we can send them via SMTP to an archiving solution. This would allow us to enable recording/audio in Teams for a large subset of users who are highly regulated - think financial services.

    Managing 20 separate retention policy add/remove changes daily for 15,000 Skype Online accounts is very cumbersome at best to manage. Either 1) allow org wide policy or 2) allow for distribution lists to be dynamically used (so add/remove changes are applied) or 3) increase number of users per policy to 10K+. MS recommends SCC retention tags and retention policies over legacy retention policies however they are not easy to manage at scale.

    100% agreed. If a retention policy is not going to dynamically support a group (other than initially added members to the policy) there should be integration with Azure AD Dynamic Groups. Let the dynamic groups make the add/remove changes and have the retention policy use the dynamic group members to enforce retention policies. Without this capability all of the automation has to be scripted and maintained.
