    Alerts are still very useful when sharing documents from your ODfB and you want to know when someone else has updated it.

    From the issue I logged on Docs:

    The PowerShell command forces you to add a user to the members list before it can be added as a owner. The UI in AAD or the M365 admin portal does not enforce this. This restriction should be removed from PowerShell or it should be documented as to why PowerShell is enforcing this.

    Developer tenants should be a full E5 and EM+S E5. You can get trials with E5 level, why would a paid MSDN tenant be anything less. The goal is for testing and POC...can't do that if capabilities are missing.
