This is true for any type of export. We had the same issue. A user left, we exported the mail to archive. The user came back several months later. We created a new mailbox and went to import the mail and all the mail was imported under a directory <email address> > Top of Information Store and then the typical folder structure. This never used to be a problem in the past when exporting mailboxes. This is a MAJOR issue for anyone supporting multiple clients that have users leaving a company and coming back. This was not like this in the past and is just unacceptable. I don't see how this benefits any Microsoft Office 365 client.
