    This feature is a necessity before we can even think about using group-based licensing. We're a university where Students get 1 license, Faculty/Staff get another. If you have anyone with mixed affiliations (Staff taking classes), this breaks it. We're currently stuck in the model of managing licenses individually and would love to have it either
    A. Merge conflicting license and always choose the higher plan given and/or
    B. Admin set the priority of which group license wins

    We have a number of groups (service desk, sysadmins, etc.) that when onboarded we need to add these. Having ability to manage via powershell would allow us to roundabout sync the correct users. Otherwise, assigning release users by adding to a group would be another improvement
