Frankly, with today's technology being where it is, I don't see why there should be a limit on folder count, or message count for that matter. Aside from the max number of folders in a root directory, there are no "known" folder limits in NTFS. There is a maximum file size of 256TB, but that's more of an implementation restriction than an actual.
I recommend re-examining the storage schema for Outlook. I believe it to be quite antiquated, like the server system drive backup having a 2GB maximum size limitation, because of a database limitation (apologies for the rant).
