I agree with the others that this is counter intuitive. Knowing the technical background I understand why it's so, but users are confused by this. They create a folder structure in the SharePoint Documents library and when viewing things from the Files tab, the structure is gone and they see the documents in a flat view. To users, this comes across as "they deleted my structure!".
