Unfortunately, after long time waiting for this to be added to the roadmap, I can only agree with Bart's comment below. The uservoice feedback loop is not working.
I have exactly same request than the one described by DustinT. We want to delegate the Office 365 MFA Management to our service desk and we just can't provide them with Global Administrator role. To me this should be part of the User Management or Password Management role...
We have announced that Group Owners will be able to leverage existing groups to drive membership in Office 365 Groups.

I see in an April 11th 2018 comment that:
[Edited] - Inline support for Encrypt-only may be available in the Outlook desktop April monthly build. Once available, it will be published on the Office clients page (look for Outlook & Monthly updates): https://technet.microsoft.com/en-us/office/mt465751.aspx?f=255
However it does not appear in the April update so it was probably postponed.

It's been declined, but there's not even a comment explaining why.
I totally agree with Claire's comment. Being able to push tiles to specific users could make the app launcher the central point for navigation in the company.
You can now use a dot in the email alias. We are working on providing the ability to edit the email address of a group after creation.
