This feature should not be allowed to roll out without an administrator override. End-users have enough on their plates, please change from an opt-out to an opt-in attitude. Admins have enough on their plates (will spare you the details).
From now on Microsoft, put your stakeholders at the center of your thinking. So, please update your feature design template to make sure that the field "Do we require an administrator option for this?" is by default set to 'Yes'.
You will be doing the world a favour, in fact you might save lives doing this (although root-cause analysis on heart-attacks and strokes might be a bit of a stretch, nobody got time for that).
But seriously, just ask yourself the question: "Do my largest customers require control over this?". I am sure you will be amazed how often the answer will be 'Yes'. Do the right thing.... add an admin cotrol (and make sure we can switch it off before it has fired off 10000's of emails!).
