I see people suggesting using Azure P1 or P2 licenses, but I don't see how this is a solution. Is each customer supposed to add every IP address range for their country as a safe IP location?
This is especially true for employees who rarely need to make international calls. They shouldn't need a recurring subscription for international calls if they only make a couple international calls a year. This idea is also very similar to this one. https://office365.uservoice.com/forums/273493-office-365-admin/suggestions/31440550-low-volume-pstn-calling-plan
Is that why I can't login to my SharePoint Online site?
You can use this link as a workaround. https://outlook.office.com/owa/?path=/people/browsegroups We added the link to Featured Links and made a custom tile for Groups.

This appears to be the case now...
Thank you for your feedback. Please share more about the specific use cases you are trying to complete or would use this for.
The Sharepoint tile only shows groups/sites you are following or suggested (whatever that means). There is no option from that page to see all groups or even all sites. I can't even figure out how to make a custom search page that will find all groups (it will only search public groups). This page is the closest thing I can find. https://outlook.office.com/owa/?path=/people/browsegroups Perhaps I'll add my own button that goes here...
