Let customers changes credit cards from different countries
I have a business account with a credit card from Hong Kong. I want to shift to a credit card from Sweden. The only way I can do that is to end my account and start a new one. It may somehow be related to the users being in China, but I don't know. In any case it's a typical example of how a company's internal organization carries over to a customer, for whom there is no logic to this. I think Microsoft should figure out internally how to move accounts between accounting units in the company, and not bother the customer with that.

This is just fundamentally flawed. I can and do pay occasionally using EFT from the UK to the US on my office365 account and that’s accepted. So, sort the card processing out please

There is no reason why MS can't accept a credit card payment from any country to pay for an O365 or other subscription. Their logic on this is very, very flawed and is not supportable. I can use my US and Japan-based CC for any purchased -- anywhere in the world. So why can't mighty Microsoft?
