consider user experience and perspective (quarantine email)
The quarantine email provides two options "Release to Inbox" or "Report as NOT junk". An end user's perception is that these are the same thing. If it was "Not Junk" then I would want to release it into my inbox. So where is my option that it IS junk, spam, or potentially harmful? When discussing this with co-workers, everyone who receives these emails also felt the way it is worded is confusing.

To add to this the report as not junk feature doesn't help much. When someone releases an email people in IT should be notified that there was a false positive to adjust their spam filters.
Agreed. The UX here doesn't work well, and his difficult to explain to end-users
