We have to separate eDiscovery access between countries for all Office365 workloads. For Exchange Online a ComplianceSecurityFilter can be applied to eDiscovery Managers so only content from mailboxes of their countries is returned (based on the mailbox location attribute). For OneDrive and SharePoint Online it should also be possible to apply such a filter, but to my knowledge it is not available.
