Guest must accept Terms of Use before joining Office 365
Office 365 Groups owners can add guests (if tenancy allows). However, there are no further checks, etc.
When an invitation is sent, it would be great if
- the message could be customised with some wording
- the guest must accept terms published at, for example "GuestUsageGuidelinesUrl" setting
- these terms include who owns what, who's responsible for what, the guest should have anti-virus, etc, If they accept, their invitation is processed.
Ironically, this is exactly the same as me posting a suggestion here! Above the "post idea" button, it says "I agree to the terms of service". :-)

Today we have Group usage guidelines; For Guest specific guidelines we are currently working on it, it will be mastered in AAD-B2B.

We do a lot of work with external collaborators, so we are looking for a method to accept terms and conditions when they receive and accept the invitation

I would also like to hear an update on this.
Our company is also looking for some sort of way to implement a company custom Terms or Service (TOS), Terms of Use (TOU), End-User License Agreement (EULA), Technology Usage Guidelines (TUG) or similar that would span across all applications on the O365 platform including SharePoint, Onedrive, etc.
Thanks,

I would like/need to have this for the whole O365. When ever external users are invited they would need to accept the use whether the invitation is for SharePoint Online, OneDrive for business or any other where you can invite externals.
