profile picture is not coming in Delve. But i can see my photo in outlook,SPO and lync

The initial post is now almost two years old. Any updates on this? We do have aprx 60k users with a galore of issues in this area as we migrated from Exchange OnPrem to EXO which is causing as major grief. As a last resort we are thinking about resetting *ALL* user profile pictures to start from scratch (causing all of our users with a working profile picture to loose their image).

Is there any updates on this? I am having the same confusing run around working out a solution.
We don't want all the users to have Exchange Online.
It seems maybe I have to assign them all Exchange licenses, sync user images to EXO and wait for up to 3 days to sync to Delve/Sharepoint and this MIGHT work, but then turn off the exchange licenses as I don't want the users to have mailboxes. -

If a user does not have EXO license then from Delve profile page .. they can upload their photo which will then be displayed in various parts of the main page but will NOT be displayed in the suite navigation bar as a thumbnail in the top right-hand corner. This may be by design but is NOT what customers expect

The display of user photo / thumbnail across the various parts/pages of Office 365 should not depend on a tenant / user having Exchange Online license

IS there a way tenant owners can use a powershell script to push this update for certain users via a CSV file or similar?

We cannot ask 2000 users to click on about me in order for photo's to appear
