Allow non-Azure AD Premium accounts to unblock accounts flagged with a fraud alert

Without a subscription to an Azure AD Premium, a user can issue a fraud alert on their O365 account with multifactor and block their account. The only way to have the account unblocked is via raising a ticket with support or subscribing to Azure AD Premium Plan 2 or higher. If the user is able to block their account, then an admin should be able to easily unblock it immediately.
