I find it odd that 1) Microsoft doesn't have an option to identify who has a room/resource booked so if you have to remove the room/resource it will notify the user to find a new room or 2) have the ability for me to query who has a room/resource so I can notify them.
Most enterprise solutions provide those capabilities
Yes, more reporting features regarding Exchange Online resources would be highly useful for management purposes. Being able to analyse utilization by:
1. meeting room
3. time of day
